The Agago chief administrative officer Fred Mukasa, the chief finance officer George Patel Okumu, Procurement officer Tony Okello and acting water officer Sam Opito were on Tuesday afternoon taken to police custody following their failure to account for UGX 530 million in public funds while appearing before the parliamentary local government Accounts Committee sitting at Gulu district council hall.
The four failed to produce documents in support of how the money was spent. It was also found that they flouted procurement procedures by disregarding recommendations of evaluation committee when awarding contracts. Other accusations include delaying works and failing to nominate project supervisors among others.
The committee that is chaired by Aswa county Member of Parliament Reagan Okumu found that Fred Mukasa, the Agago CAO had only forged documents, fake reports and receipts which he was using to support his accountability.
Sarah Wekomba, the Bulambuli district Woman Member of Parliament said Mukasa has had a history of incompetence that he developed while serving in Apac district local government. She then requested that Mukasa be made to speak on oath to prevent him lying to the committee.
Ibrahim Kasozi, the Makindye East Member of Parliament urged the committee to recommend the interdiction of the chief administrative officer and the chief finance officer for incompetence in managing the district local government.
The four who looked sweaty and unsettled while answering the questions from the committee were then handed over to the police detectives for further questioning.
